1 Rules
1.1 The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS) of World Sailing (formerly ISAF) and the Star Class Rules (STCR) of the International Star Class Yacht Racing Association (ISCYRA).
1.2 The DSV guidelines to ISAF Regulation 19 (Eligibility Code) and 20 (Advertising) will apply.
1.3 The DSV guidelines to ISAF Regulation 21 (Anti Doping) will apply. Doping controls are possible at any time according to regulations of Antidoping Germany.
1.4 RRS Addendum Q, Umpired Fleet Racing may be applied for the second round. RRS Addendum Q, Umpired Fleet Racing will apply for the quarter-final, the semi-final and the final.
2 Advertising
2.1 Competitor advertising may be permitted on request by the organizing authority at check in.
2.2 Boats may be required to display advertising chosen and supplied by the organizing authority.
3 Eligibility
3.1 The regatta is open to all boats of the Star class.
3.2 All competitors (skipper and crew) shall be member of a club affiliated to DSV or of another club affiliated to a national authority of World Sailing (formerly ISAF).
3.3 All competitors (skipper and crew) shall be member of the International Star Class Yacht Racing Association (ISCYRA).
3.4 Eligible boats may enter by completing the registration form and sending it, together with the required fee and required documents.

Regular entry ends on 3rd April 2016.

The entry follows the principal: First come, show all documents and pay will be served.

In the first step there is a limitation on 70 entries. The hosting Club reserves the right to adjust this number. In addition to these entries, 20 spots are reserved for invited teams.

3.5 The following documents shall be sent via E-Mail or postal mail arriving not later than 3rd April 2016:

4 Classification

5 Fees
5.1 Required fees are as follows:

6 Regatta Format
6.1 The regatta will consist of a Qualifying Series and a Final Series.
6.2 Qualifying Series:

The Qualifying Series consist of a first and a second round.

6.2.1 First round:

The races will be sailed in groups.

If there are less than 60 entries, it will be sailed in 2 groups.

If there are 60 or more entries, it will be sailed in 3 groups.

The grouping is done by the organizing authority and is not a reason for a protest.

On each racing day after finishing all races there will be a re-grouping.

6 races are planned / max. of 3 races per day are planned.

Races of the first round takes place from:

Tuesday, May 3rd through Thursday, May 5th.

First round ends on Thursday, May 5th if a minimum of four (4) races have been completed by each group. A combined result list will be produced.

The top ranked 30 teams of the first round are qualified for the second round.

The best scored team of the first round will be the winner of the:

“Heinz Nixdorf Trophy”.

6.2.2 Second round:

In the Second round top ranked 30 teams of the first round sailing in one fleet.

A max. of 5 races on Friday, May 6th through Saturday, May 7th are planned.

Last warning signal for the second round is Saturday, May 7th at 11:30 am.

The winning team of the second round qualifies directly for the final.

The second team of the second round qualifies directly for the semi-final.

The teams finishing the second round from 3rd to 10th place qualify for the quarter-final.

6.3 Final Series:

The Final Series will consist of a Quarter-final, a Semi-final and a Final on Saturday May 7th. Knock-out system, no take-over of points to the next race.

6.3.1 Quarter-final:

One (1) race.

The teams ranked 3rd to 10th in the second round compete in the quarter-final.

The top five (5) teams qualify for the semi-final.

6.3.2 Semi-final:

One (1) race.

The second of the second round and the top five teams of the quarter-final compete in the semi-final.

The top three (3) teams qualify for the final.

6.3.3 Final:

One (1) race.

The winner of the second round and the top three of the semi-final compete in the final.

First team to finish will be the winner of the event and will receive the title of

1st SSL City Grand Slam” winner and is winner of the

“50th Erich F. Laeisz-Prize”.

7 Schedule
7.1 Registration:

Saturday April 30th, 2016 from 2 pm to 8 pm (check in)

Sunday May 1st, 2016 from 10 am to 8 pm (check in)

Monday May 2nd 2016 from 9 am to 14 pm (check in)

Announcement of groups on Monday May 2nd 2016 at 8 pm.

Teams (Skipper and Crew) shall give the following information to post it on the SSL ranking list:

  • Club
  • Fleet
  • Country
  • Place of Birth
  • Date of Birth
  • Height
  • Weight

A photo of each competitor will be taken and will be posted on the SSL ranking list.

7.2 Measurement and inspection:

Saturday April 30th, 2016 from 2 pm to 8 pm

Sunday May 1st, 2016 from 9 am to 8 pm

Monday May 2nd 2016 from 9 am to 14 pmThere will be no sail measuring.

7.3 Days of racing:

7.5 The scheduled time of the warning signal for the first race is:

7.6 Last possible time for warning signal:

Saturday May 7th 2016, 7:30 pm.

8 Measurement
8.1 Each boat shall provide a valid measurement certificate. In addition, measurement controls will be taken.

Only boats that have completed registration and passed the prescribed measurement check procedure are entitled to race.

8.2 The check of the Measurement Certificates and the measurement controls will take place in the hosting Club.
8.3 No initial measurements will be taken.
8.4 For the regatta a total crew weight limitation will be in effect. The limit and the formula for the calculation as defined in Star Class Rule

STCR 31.1.3 shall be applicable, regardless of the defined scope of rule STCR 31.1.3.

Crews shall demonstrate compliance with crew weight limits prior to

Tuesday May 3rd, 2016 8 am.There will be no re-weighing during the event.

9 Sailing Instructions
The sailing instructions will be available from 2 pm on Saturday April 30th, 2016 at “Norddeutscher Regatta Verein”.
10 Venue
10.1 Chart A shows the location of the regatta harbour.
10.2 Chart A shows the location of the racing areas.
11 Courses
The diagrams of the courses to be sailed will be described in the sailing instructions
12 Penalty System
Decisions of the international jury will be final as provided in rule 70.5.
13 Scoring
13.1 The LOW POINT SYSTEM will apply for the Qualifying Series.
13.2 For the first round:

(a) When fewer than 4 races have been completed, a boat’s series score will be the total of her race scores.

(b)  When from 4 to 6 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

13.3 4 races of the first round are required to be completed to constitute a series for the Heinz Nixdorf Pokal.
13.4 A minimum of 4 races in the first round are required to be completed before sailing the second round.
13.5 The first round points, including discard, give the total overall points for the teams ranked 31st to last.
13.6 For the top 30 ranked teams, the first round points, including discard, are carried forward to the second round.
13.7 For the second round:

When fewer than 4 races in the second round have been completed, a boat’s second round races score shall be the sum of her race scores.

When 4 or 5 races have been completed a boat’s second round races score shall be the total of her race scores excluding her worst score.

The first round points plus the second round points, including discards, give the total overall points for the teams ranked 11th to 30th.

The teams finishing the second round from 1st the 10th place qualify for the Final Series.

13.8 Final Series:

knock out system (see paragraph 6 of the NOR)

13.9 The regatta is considered for the SSL ranking, 3000 points will be awarded to the winner. In case the SSL Grand Slam is not valid, the scale of the “category 5 / continent” will be used for the allocation of SSL points (750 points to the winner).
14 Support and Coach Boats
Support and Coach Boats are not allowed.
15 Berthing
Boats shall be kept in their assigned places in the boat park or harbour.
16 Haul-Out Restrictions
16.1 Keelboats shall not be hauled out during the regatta except in case of damages, with and according to the terms of prior written permission of the race committee.
16.2 Launching and hauling will be organized by the Club.
17 Diving Equipment and Plastic Pools
Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta.
18 Radio communication
Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile phones.
19 Prizes
Prizes will be given as follows :

  • SSL City Grand Slam Championship Medals (first 3 boats) given by SSL.
  • 50th Erich F. Laeisz-Prize (first boat), challenge trophy given by HF and stays with HF.
  • Heinz Nixdorf Pokal for the winner of the first round), challenge trophy given by HNV and stays with HNV.
  • Trophy- Souvenirs for each competitor.

Prize money for the first 20 boats given by SSL. (See Chart B)

The entire prize money, given by the SSL, is awarded, if at least one of the races of the final series is sailed.

If the races of the final series should not take place, the prize money will be awarded as follows :

– one quarter of the prize money for one valid race of the first round,

– one half of the prize money for two valid races of the first round,

– three quarters of the prize money for three valid races of the first round,

– the entire prize money for four valid races of the first round.

20 Disclaimer of Liability
Competitors participate in the regatta entirely at their own risk. See rule 4 (RRS), Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
21 Insurance
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of Euro 1,500,000.- per incident or the equivalent.

Proof of insurance shall be shown at registration.
